We set arbitrary age related laws because we don't have the tools to do differently. Yes this laws are discriminatory but in a cautious and safe way.

I could and did drive safely long before I was 16 but probably drank, smoked and had sex before I should have. These age laws are to protect the innocent, know the rules and follow them.
