We should have been rationing a long time ago and I doubt we will start soon. Things will need to get much more scarce first.
You analysis is flawed to a degree and overly simplistic. The story is not as dire as you portray. It is bad but not 2030 or 2040 bad.
In a effort to prevent damage to some wild lands resource extraction has been prohibited or restrained in selected areas. Many rich deposits are still untapped like ANWR and price rises make some less rich deposits profitable returning them to production. As prices rise and regulation increases recycling will become more common and effective. Price increases also reduce consumption and increase conservation.
People will choose comfort over the environment so rationing is still a long way off.
Yes, it is going to be bad but not as soon as you say. We are very good at being able to put off hard choices.
