What about a UBI based on minimized carbon footprint
I have proposed this is the past without the connection to UBI but did highlight how it could provide and income to the poor.
The idea is a carbon rationing scheme that operates at the consumer level. All consumer product purchases would require carbon credits collected at the time of purchase. All products would have a declared carbon footprint (required number of credits) marked on the product like food nutrition labels are now. Everyone would receive carbon credits on a card like SNAP benefits are. Everyone would receive the same amount of carbon credits, but the credits would be transferrable, and marketplaces would be set up to buy and sell the credits. Poor people could sell their unused credits for cash. Rich people could buy credit to support their excessive consumption (to a point, the total number of credits would be less than required to support the current consumption and the number of credits would decrease over time).
Since everyone would get these credits and since they would have a cash value, it would be much like a UBI.
