Where do you live because the rules you cite don't seem to apply to my community.

I am not a fan of Airbnb but your story seems off from what I experience.

First, trash collection is not a government provide service, each person has to pay to have their trash collected.

Second we don't have land taxes we have property taxes and business and landlords have to pay property taxes. Primary residents get a homestead exemption so poorer homeowners pay lower property tax rates than the rich and landlords pay higher property tax rates.

Third before AirBnB we had seasonal rentals, prime season visitors and slow season vacancy was the normal rhythm of the community. Without prime season visitors many business would go away and their jobs with them. COVID is already closing businesses.
