Who is the "we" in this phrase. Do you mean, the U.S. This use of a pronoun makes the sentence ambiguous. The U.S. did indeed provide a lot of COVID assistance to countries both rich and poor and some that could have benefited refused our aid.

You talk of a failure of "Global Cooperation." If somehow, there was greater global cooperation, I would consider it a massive achievement. The fact that global cooperation was poor is not a failure it is normal and to be expected. I think global cooperation was not poor it was more middling. Some places achieve stellar results in combating COVID. I think China performed poorly with some serious damage to their society and economy. The U.S. well, I think we get a passing grade but maybe barely, I don't see the U.S. COVID response as a failure. I think this may be a case of differing expectation. I think you expect too much and are unrealistic. The global response to COVID was better than any previous response to a Pandemic.
