Why would anyone deliberately keep the poor poor? I don't think the intent of any social system is to keep the poor poor. I can see deliberately keeping the working class working but why keep the poor homeless and without mobility to move into working class? It is more like we can't be bothered to help the poor any more than we have too. We don't want them to be poor, but we don't really care that much about helping them. Not really holding them back just not helping them get ahead.

The rich will always get richer faster than the poor will get richer so the wealth gap will always get larger. Even if we helped the poor the gap will increase unless you punish the rich. Seriously take their money not just tax it but take it. Take a lot of it. That ain't happening so you just have to accept the increasing wealth gap and see if we can't work harder to help the poor.
