Yes prohibition of objects and knowledge is ineffective and mere laws are insufficient as people don't obey the laws just because it is the law, they must fear enforcement. Law enforcement recognizing that has escalated the violence of enforcement to try and increase compliance.

Peer pressure seems to be as effective as prohibition by law. Of course that means different social groups will have different outcomes.
