You completely misrepresent the situation with this:

That 21% can't pass anything, all they can do is obstruct. They can't obstruct reconciliation either. They can't stop reconciliation and they can't pass their own agenda. They do not control committees, they can't bring legislation to the floor. They do not set direction of America's future.

You are being foolishly hyperbolic in pursuit of greater divisiveness.
