You don't need to eat the rich just ration their carbon consumption. Ration everyone's carbon consumption. You said, 2.1 tonnes per year. Make it so. Issue everyone a ration debit card. Every purchase that has a carbon footprint is deducted from your ration. The rich still be way better off than the less rich because they could afford low carbon alternatives like electric vehicles or wind powered yachts. If we make the rations transferable then the rich could buy the poor peoples unused rations. A favorable wealth transfer that still would keep GHG emissions under 2.1 tonnes per person.
