You worry too much about the Billionaires. The 0.1% don’t pollute much, yes their pollution per person might be high but they are only 0.1% of the population.

The worse criminal class is the Middle Class. They produce 80% of our GHG emissions. The skies did not clear in big cities because the Billionaires stopped polluting they cleared because the working class and middle class stopped polluting. If the people wanted to stop climate change all they have to do is act. Change their habits. Stop their ridiculous consumption. Of course if you could get them to do that you could remove the ridiculous leadership as well.

Nobody wants to own this problem because the solution means sacrifice.

Not real sacrifice but they have to give up the consumer lifestyle they have been brainwashed to think makes them happy. The want a technological solution not a change in society.
