Your whole justification seems to be based on fairness and inequality. That is weak when you are calling for strong actions.

That’s why the international community needs to step up in a far bigger way.

So I will ask, why? Beside the seeming unfairness, why does the developed world “need” to build infrastructure in the developing world? Wouldn’t it be better if the developing countries did not develop into another California?
